Back in the July ’09 edition of our newsletter, I reported that the Northern Cheyenne Tribal Housing Authority had received $3.6 million dollars in Stimulus funding from HUD under the ARRA (American Recovery and Reinvestment Act of 2009). In addition, we received $900,000 under the Indian Community Development Block Grant in 2009. This funding is being used to weatherize up to 29-Old Mutual Help units from projects 12-01 to 12-04. The Stimulus funding under the ICDBG will be used to weatherize the remaining 20-Old Mutual Help units in the projects 12-04 & 12-06.
The remaining $3 million dollars in Stimulus funding will be used to run a new waterline from Rabbittown to the Walking Horse Subdivision and Weatherize up to 70-Old Mutual Help units in projects 12-07 to 12-12.
I want to take this time to remind those Homeowners in these projects that there are certain criteria that must be adhered to prior to receiving this work. First of all, the Federal funding that we receive from HUD is for Low-income people. Under the Law, this funding is targeted for individuals who are below the 80% Median area income in the County. In Rosebud County, that amount is around $45,000 a year for a family of 4. In order to get this work done on your unit, you must be income-eligible and under the 80% threshhold in order to receive work on your unit. Rachael Two Two, Homebuyer Coordinator, will be making a visit these projects to have you fill out the required paperwork in order to certify if you are eligible. She will be making these visits to your home in the coming months.
If an individual is not income eligible, we may still be able to work on your unit if the Inspector determines that there is a Construction Deficiency noted. Those types of
Deficiencies show up in the areas of Electrical, Plumbing and other areas of the home. That determination will be made at the time of the initial visit when the Scope of work is being finalized.
I want to remind all homeowners that will be getting this work done on your unit to please prepare your house for the contractors. Clean up the outside of your house of debris, garbage, etc and make sure that the interior of your house is accessible for the NCTHA staff that will be making the visits. Letters will be sent out to the Homeowners receiving this work in the coming months.
