The construction crew has been very busy on several projects, including the 12-01 Project (Logan Teeth Unit); 12-02 Project (East Side-Lame Deer); 6-12 Project (West Side- Lame Deer); Arts & Craft; Mark Whitewolf Unit; People’s Park; District Parks and ARRA Projects. Just a brief overview of some of the projects that we are currently working on:
Under the ICDBG 12-01 Projects, the final unit (Logan Teeth unit) is now complete and is our last unit of this project.
The 12-02 Projects, located on the East Side of Lame Deer is scheduled to begin on 4-19-2010. These units are scheduled to receive the following repairs: new windows, plumbing and doors. Once we have completed these repairs, other phases will soon follow which will include further items of repair including roofs, exterior paint and electrical.
The 6-12 Project, located on the West Side of Lame Deer is now complete and upon completion of the in-spection by our Inspection Department, the keys will be turned over to the Occupancy Department.
The Eaglefeather Unit, has had quite a bit of repairs/maintenance including new roofing and siding; new paint job; and new doors. And, arrangements are currently being made regarding the carpet installation.
People’s Park/District Parks
At this time, there are quite a bit of renovation/improvements scheduled to begin on the People’s park consisting of extending the fencing on the south softball field; hydro seeding of both outfields; and hopefully the fields will be ready by May 2010. The Basketball Courts – plans are to spray the courts with an all weather coating and put lights up; Horseshoe Pits – plans are to put lights up/shades; and the Walking Path – plans are to mark out an area extending at least one mile;pave, etc.
District Parks – Plans are to include playground sets; shades with barbeque pits; basketball courts; swing sets; and tires. Any of the existing parks will have equipment fixed or updated. Some of the Parks just need to be cleaned, which is where our Summer Youth workers will come in and have been very helpful in this area.
Mark Whitewolf Unit
This unit is now complete! The only thing remaining is the need for inspection. Small Construction will begin graveling the parking lot.
ARRA FUNDS – plans are to identify at least 75 units reservation wide (Mutual Help Units) for weatherization that will include roofs; windows; doors; minor electrical repair; plumbing and miscellaneous repairs.
This is the extent of what our Construction Crew has been very busy working on lately. We are hoping to complete our projects as scheduled. The Construction Crew is doing a good job in working on and finishing the projects they have been assigned too.
Arts & Craft Center
The Arts & Craft Center is complete, with the exception of the needed display cases. The display cases are cur-rently on order and hopefully will come in soon.

The Construction crew is currently working on numerous projects. One of our projects is our office additions behind the Main NCTHA building. Both additions will have four offices located in each area and they are about 50% complete. Four of the offices will be for the Occupancy Department and the other four office will be for the Finance Department. We have had about two or three people working on the offices at any given time. Ike Bement is the main man on this project is Alvin Strange Owl and Russell Perry assisted with the cedar siding. Phillip Beckman and Melvin Strange Owl helped with the sheetrock, taping and texturing each addition.
12-01 Project in Busby:
This project is about 90% complete. We have two workers trying to finish up what is left of our bathroom renovations. Our workers for this project are Douglas Limberhand and Santee Magpie. Hopefully, they will complete this project and be ready to move on to the 12-2 Project, Weatherization Project.
The Construction Department is also working on the old house that once belonged to Melbert Eaglefeathers. This house was in a fire a couple years ago. Since that time, the NCTHA has acquired this unit from Moke Eaglefeathers, and is now in the process of bringing it back to where it will be livable again. After the work is complete, this house will be put up for sale through the NCTHA. We have Alvin Strange Owl, Russell Perry and Weaver Beartusk are working diligently on this unit the majority of the time. They are doing a great job!

The 12-1 units in Busby are having a face-lift. All the roofing is complete. G.A. Construction of Miles City did the work on each of the units. All the electrical is complete, each unit had all the old wiring replaced and all new outlets, switches and light fixtures have been replaced. The work was done by Don’s Electric of Colstrip, MT.
The Construction Crew is now working on replacing a lot of the outdated plumbing. Our painting crew is done with all 9 units. They have some touch-up to do and should be done soon. The units are getting new exterior and security doors.
The Construction Crew working on these units are: Jay Fraser-Project Foreman, Douglas Limberhand-Plumber, Quanah Magpie-Carpenter, Santee Magpie-Carpenter, Weaver Beartusk-Carpenter, Kenny BigBack-Carpenter, Phillip Beckman-Painter, and Melvin StrangeOwl-Painter. This crew is doing an outstanding job on getting the job done. HA-HO!
Jule Spang and his crew which consist of: Eli Small, Cleve McManus, and John Small-Rodriguez. The concrete crew did a great job on the parking lot and the driveway at NCTHA. The Morning Star in the driveway is a good example of thinking outside the box. Good Job, Jule.

Update from the August 2009 Newsletter
The construction department is gearing up to do the work on the ICDBG 12-1 project. The 1st phase of the project will be nine 12-1 homes all located in Busby, Montana. Each house will be getting a new metal roof, new windows, doors, security doors, misc. electrical, and plumbing as needed. Each house will be painted.
NCTHA Construction department new Division Manager, William Rowland, would also like to welcome 7 new hires: Kenny Bigback, Phillip Beckman, Weaver Beartusk, Melvin StrangeOwl, Santee Magpie, and Robert Cunningham. The new crew members are joining our old crew members: Jay Fraser, Joe Alden Jr., Jule Spang Jr., Tyson Fox, Jonathan Limpy, Quanah Magpie, Cleveland McManus, Eli Small, Max HiWalker IV, Ryan Kaline, Dean Braine, Douglas Limberhand, and Dean Blackwolf.

This is the crew for the Construction Division here at the NCTHA we are very proud of all their talents. We are proud to say that these men are very dedicated to serve our Tribal Membership. We have a full construction season this year and are very excited to begin work on the first units built, using the Indian Community Block Grant (ICDBG). We are also completing the ROSS Grant office next to the main office and have scheduled it to be complete by the end of July, 2009.
We also assist whenever needed for all tribal programs; we will continue to serve our Tribal membership and Tribal Programs as needed.

We are currently feverishly working on vacant rental units to get them back on line to move our waiting list. We are trying to get them ready for the big move some of our elderly tenants who wish to move into the community from the complex while we begin the renovation. The first phase of the renovation is expected to begin in mid-March. We are on a very tight schedule and are scheduled to be completed by May 2010.
We are also working the newly move house next to our office. We are converting this into the Home-ownership office and the “ROSS” office. We hope to have the modifications and have it opened as soon as possible.
We are also in the final stages within our warehouse reorganization. This will ensure tracking of all materials and equipment of the NCTHA for a more efficient working system.
